The Regional Procurement Manager role holds overall responsibility for managing procurement for the region. The post holder will manage on all aspects of procurement, ensuring that resources within the region are efficiently and effectively deployed. Further, they will be required to support the region in meeting its business objectives, through ensuring compliance with the procurement policy, as well as the consistent adaptation of good commercial and professional practice.

The procurement function is an integral and key part of the global Business Support Services. The aim of this team is to provide support to staff and ensure strategic management of, control and compliance in the areas of Finance, Administration, Human Resources and Information Technology. In sub Saharan Africa (SSA), the British Council works across 20 countries and is growing. The key challenge for the regional procurement manager is to work together, with operational teams, to improve compliance with corporate standards. The post holder will ensure that procurement procedures and policies are adhered to and that operational teams are knowledgeable about, and consistently compliant with, the procurement tasks embedded within their business as usual processes. The Procurement Manager will make a major contribution to successful management of and expenditure, as well as providing vital support to operational team members.
The Regional Procurement Manager will contribute to the ongoing development of British Council in SSA as a high-performing region, modelling the values and principles of a collaborative, integrated and mutually supportive team.
Accountabilities, responsibilities and main duties:

- Central point of contact for guidance, support, and training on all procurement matters. Ensure compliance of the spirit and letter of the procurement policy, across the region through continuous monitoring and stakeholder engagement.
- Assist countries in developing and maintaining an approved suppliers list and supplier governance. This will involve training staff on how to complete due diligent checks, establishing governance schedules with suppliers and meeting suppliers from time to time
- Manage and coordinate regional resources management functions including Procurement policy, Fixed Assets acquisition and disposal, IT support, Business Continuity and Premises portfolio.
- Providing training and support to procurement committees to enhance the effectiveness of their role.
- Support the regional workings, training, knowledge sharing and events relating to relevant activities and be a proactive member of the SSA finance and resources team.
- Manage & Coordinate the activities and affairs of the Regional Steering Group and Regional Leadership Team
- Ensure regional buying activity is aligned to emerging corporate category strategies for the purchase of goods and services.
- Contribute to the development of corporate category strategies by working closely with the category managers to ensure regional and country requirements are reflected in the category strategies.
- Working closely with the central procurement team to understand and contribute to procurement policy and process design, use and improvement.
- Overseeing tendering activity in the specification of requirements, requests for proposals, evaluation and supplier appointment.

50% of time will be spent travelling across the region to support countries.
